Notice of Public Hearing for Discussion of City Application to the State of California CDBG Program and Initiation of 8-Step Decision-Making Process per Executive Orders 11988 and 13690

NOTICE IS HEREBY GIVEN that the City of Gridley will conduct a public hearing on March 23, 2026 at 3:00 PM, at Gridley City Hall, 685 Kentucky Street, Gridley CA 95948 to consider an application for funding under the State Community Development Block Grant (CDBG) Program 2025 Notice of Funding Availability.

The City of Gridley intends to submit an application for up to a $3.3 million grant under the State CDBG Program to fund a public facility improvement project associated with the extension of Laurel Street.

Referred to as the “Laurel Street Extension” the proposed project extends Laurel Street west of Randolph Avenue, connecting to active developments west of Butte View Drive and tying into Jared Drive. The Project is located entirely within the City limits and within an area designated for urban development under the City’s adopted General Plan and approved subdivision maps.

The Project is intended to:

 • Implement circulation improvements planned under the City’s General Plan and Circulation Element.

• Provide safe and efficient local access for vehicles, pedestrians, and bicyclists.

 • Replace and modernize aging underground utility infrastructure within the roadway corridor.

• Formalize an existing disturbed access route into a permanent, safe, public street.

The Project does not introduce new land use designations, expand the City’s urban growth boundary, or increase development density beyond what has already been authorized through existing approvals.

At the hearing, the public will be allowed to comment on the City’s proposed application for CDBG funds, which would fund a portion of the cost of the Laurel Street Extension; the City Council will adopt a resolution authorizing the submittal of the CDBG application and the execution of any and all subsequent documents related to the CDBG grant.

NOTICE IS ALSO HEREBY GIVEN that the City of Gridley has initiated an 8-Step Decision-Making Process in compliance with Executive Orders 11988 and 13690. The purpose of the 8-Step Decision-Making Process is to: 1) identify and evaluate alternatives to locating this Project in a Federal Flood Risk Management Standard (FFRMS) floodplain; 2) identify impacts of the proposed Project on floodplain management; and 3) identify mitigation measures to minimize harm, restore and preserve natural and beneficial values, and/or elevate structures involving construction. The public will have 15 days to review this Project and its impact on floodplain management, beginning on the day that this notice is first published. After the 15-day public review period, the City will post a final public notice summarizing the results of its 8-Step Decision-Making Process.
